Economic Predictions for Budget Season

The Council began their work session with an economic forecast presentation from Natalie Gochnour, the Director of the Kem C. Gardner Policy Institute. The economic analysis highlighted trends relating to the upcoming fiscal year, helping the Council make well-informed decisions on the upcoming budget deliberations. In general, Utah’s economy is healthy, and Salt Lake City’s population continues to grow, but growth is slowing in several sectors, including tourism and sales tax.
Briefings
The Council was briefed on the following items during the work session:
- Overviews of the Mayor’s Fiscal Year 2025-26 (FY26) recommended budget from the Administration and Council staff. (Salt Lake City Council Budget FY26)
- The issuance of airport revenue bonds to support capital improvements to the Salt Lake City International Airport.
- The proposed FY26 Fleet Fund budget, which includes the purchase, maintenance, repair and replacement of city vehicles.
- An issuance of the Parks, Trails and Open Space General Obligation Bond funds, which includes projects such as improving Glendale Park, Allen Park and the Jordan River Corridor.
- A follow-up discussion on updating the Communication Budget section of the Council Policy Manual.
- Written briefings on the proposed Finance Department budget and a budget adjustment for the Library Fund.
Community Reinvestment Agency (C.R.A.) Briefings
The Council, acting as the C.R.A., was briefed on the following items during the work session:
- An amendment to the C.R.A.’s Fiscal Year 2024-25 budget to align with state law and interlocal agreements. The Board will accept public comment on the amendment on June 10 at 1 p.m.
- Acquiring two properties in the 9-Line Community Reinvestment Area.
- A written briefing on properties owned by the C.R.A.

Next Council Meeting
Tuesday, May 20, 2025 The Council meets as the Community Reinvestment Agency (C.R.A.) at 1 p.m. and the Council’s work session begins following the C.R.A. meeting and ends at approximately 6:30 p.m. The formal meeting begins at 7 p.m. and ends upon the conclusion of items listed on the agenda.
