Municipal Election Results Certification

The Council certified and approved the 2025 municipal election results in their capacity as Salt Lake City’s Board of Canvassers. An inauguration and oath of office ceremony will be held in January for the elected official representing odd-numbered City Council districts. 


Update on the Proposed Homeless Campus

The Utah Office of Homeless Services gave the City Council an update on the early planning for the state’s proposed Homelessness Services Campus which will be located on the Westside of Salt Lake City. Updates included the selection of a architect for the project. Council members shared questions they hear from community members regarding the plan for services, how the system-wide success will be ensured, and neighborhood impacts.

Council members also recognized outgoing Homeless Services Coordinator Wayne Niederhauser for his leadership in improving the partnerships and solutions that exist today. Niederhauser was the state’s first homeless services coordinator, serving in the position for five years.


Transgender Awareness Week & Transgender Day of Remembrance

The Council joined Mayor Mendenhall to recognize Nov. 12–19 as Transgender Awareness Week and Nov. 20 as Transgender Day of Remembrance in Salt Lake City.

Recognizing Maria Garciaz

The Council recognized Maria Garciaz for her almost 40 years of service as Executive Director of NeighborWorks. Under her direction, programs like YouthWorks and the Westside Leadership Institute have helped hundreds of young people and residents become changemakers wherever they go.


Votes  

The Council approved the following items during the formal meeting: 

  • An amendment to the Fiscal Year 2025-26 City Budget, which includes funding for maintaining YouthCity afterschool programs, expanding the Trainfo system, and for victims of violent crimes. 
  • A zoning amendment and street vacation to improve the redevelopment of West High School.
  • An exception from Utah Code adopting six Station Area Plans.

Briefings 

The Council was briefed on the following items during the work session: 

  • Adding a city-wide water conservation element to the City’s General Plan. (Watch)
  • A proposal that would align the City parking requirements with S.B. 181 and H.B. 368. (Watch)

Community Reinvestment Agency (C.R.A) Meeting

Japantown Streetscape Design and Public Art Briefing

Since 2018, the C.R.A. has partnered with the Japanese American community on efforts to develop Japantown Street, which evolved into the official Japantown Design Strategy project. This includes potential adjustments to host semi-annual street festivals, incorporating  cherry trees and a mural. Residents showed support for the project during the general comment section of the meeting. (Watch)

The Council, acting as the C.R.A., additionally reviewed:

  • Updates on the progress of C.R.A. projects, including the completion of an affordable housing project from the Perpetual Housing Fund. The fund is expected to complete an additional 1,000 units over the next 20 years. (Watch)
  • Plans for a potential redevelopment project that may include housing, artist spaces, and urban farming. (Watch

Public Hearings Held 

The Council provided public input opportunities for the following items: 

  • Amendments to Multi-Family Zoning.
  • Several grants related to transportation and public safety.
  • The Wildland Urban Interface (WUI) Fire Code.
