247 North 800 West Rezone


The Council is reviewing a request to rezone property at 247 North 800 West, which could allow the construction of new small-scale housing. On Tuesday, Sept. 2, the Council will hold a public hearing to gather feedback on the proposal at its 7 p.m. formal meeting.

The Rezone Request

The property owner is requesting to rezone properties at 247 North 800 West from SR-3 and R-1/7,000 to SR-3 Special Development Pattern Residential and R-1/5,000 Single Family Residential. If approved, this change could allow the property owner to build small-scale housing behind the existing home.  

The proposed SR-3 zone allows more housing types, such as duplexes and twin homes, than the current zone. The property is in the Fairpark neighborhood and is surrounded by various single-family houses, duplexes, and multi-family apartments.  

The request also aligns with the North Temple Boulevard Plan’s goals to encourage infill development that is compatible with the surrounding neighborhood. Infill development is the process of building on empty or underutilized land within an existing neighborhood, instead of developing on open land farther away.

Planning Commission Recommendation

On April 9, the Planning Commission forwarded a positive recommendation with two conditions:  

  1. At least half of any new units be family-sized, meaning they contain at least three bedrooms. 
  2. If the existing home is demolished, the owner must help relocate displaced tenants.

Aug. 19, 2025: Council Briefing 

The Council discussed the rezone request with Planning staff, who provided an overview. Council members raised questions about parking, access, tenant displacement, and the orientation of the development. They expressed general support for such housing solutions to address the ongoing housing shortage.
