Salt Lake City is updating the Avenues Community Plan, which was adopted in 1987. This update will do the following: 

  • Create a vision for the Avenues Community for the next 10 years.
  • Align the Avenues Community Plan with Plan Salt Lake.

Existing Conditions Report

This Existing Conditions Report provides a comprehensive overview of the Avenues Community’s current demographics, land use, connectivity, open space and natural resources, historic and cultural assets and infrastructure. Serving as a “snapshot in time,” this report helps establish a foundational understanding of the Community’s present state.

University of Utah Survey Results

2025 spring semester, students from the University of Utah’s Department of City and Metropolitan Planning had a class project focused on creating an updated plan for the Avenues and Capitol Hill as part of a course title “Plan Making”. Their class plan was shaped by input from residents and stakeholders gathered through a community survey and in-person interviews. They heard from 181 survey respondents and conducted 75 in-person interviews, including four business owners/managers.

The following is a summary highlighting the results of the survey: 

What makes the Avenues unique? (Respondents could select up to two options)

  • 55% Historic architecture
  • 49% Access to trails and green space
  • 48% Walkability & bikability
  • 12% Diversity of housing types
  • 12% Easy access to quality businesses 
  • 5% Other (responses included scenic views, diversity, and proximity to the U of U)

For the following questions, respondents could select up to three options. The top three responses are summarized below.

Mix of Uses: How would you describe the current mix of land uses? 

  • 49% The current mix of land uses is well-balanced
  • 31% Not enough commercial uses
  • 22% Not enough recreational uses 

Transportation: What are the biggest transportation issues?

  • 60% Speeding drivers
  • 36% Unsafe intersections
  • 23% Unsafe pedestrian crossings

Open Space/Parks: What are the primary issues concerning green spaces? 

  • 27% Lack of amenities (e.g. Trash cans, drinking fountains, play structures)
  • 24% Lack of green space
  • 24% Disrepair or neglect
  • 18% Small size of green spaces

For the following questions, respondents could select up to two options. The top two responses are summarized below.

Housing Issues: What are the main housing issues?

  • 50% Not enough affordable housing for sale
  • 38% Not enough affordable housing for rent

Future Housing: What is your vision for housing in the Avenues for the next 20 years? 

  • 50% Stay the same
  • 34% More small multi-family housing 

Future Open Space/Parks: What types of greenspaces would you like to see more of? 

  • 40% Community Gardens
  • 35% Parks

Zoning: How should zoning regulations change? 

  • 39% Mixed-use developments (e.g. housing above small business) 
  • 26% Zoning regulations should not change 

What’s Missing: What is most deficient in the Avenues?

  • 43% Social and community services (affordable housing, food assistance, senior centers)
  • 41% Cultural and civic facilities (museums, theaters, libraries)

Commercial: Preferred location for future commercial uses? (select only one answer)

  • 51% At intersections
  • 28% I don’t want more businesses in the neighborhood
  • 21% Along main roads
