Salt Lake City Council Expands Access with Annual Westside Meeting

The Salt Lake City Council invited community partners and districts across the city, with an emphasis on Westside residents, to an evening of food, culture and discussion about the future of the city. 

“Meeting in the heart of the Westside is about more than location,” said Council Chair Chris Wharton. “It’s about ensuring every resident can see themselves in City Hall, have a seat at the table and share what matters most to them.”

All residents are welcome to participate in Salt Lake City Council meetings throughout the year, either in person at the City & County Building or virtually via Zoom. Find schedules, agendas, meeting recordings and more information here. 

Indigenous Peoples’ Day

The Council and Mayor Mendenhall recognized Monday, Oct. 13 as Indigenous Peoples’ Day.

Recognition of Former Salt Lake County Council Member Jim Bradley

The Council honored Former Salt Lake County Council Member Jim Bradley for his 28 years of service. 

Recognition of The Rose Park Lions Club

The Council recognized the Lion Club for their legacy of over 70 years of service.


Votes  

The Council approved the following items during the formal meeting: 

  • Increasing the capacity of the Salt Lake City Justice Court. 
  • Vacating alley property adjacent to 373 West American Avenue.

Public Hearings Held:  

The Council provided public input opportunities for the following items: 

Resolutions:

  • Public Utilities Bond Anticipation Notes, Series 2025B and Revenue Refunding Bonds, Series 2025C
  • Substantial Amendment to the HOME-ARP Allocation Plan

Ordinances:

  • Changes to Zoning Incentives for Building Preservation/Adaptive Reuse
  • Partial Street Vacation at Approximately 1101 West 400 South
  • Alley Vacation at Liberty Heights Plat
  • Local Landmark Site Designation for Sampson-Altadena Apartments

Briefings 

Zone Amendments
The Council heard a proposal regarding updating the zoning map and rules for the RMF-35 (Moderate Density Multifamily Residential) and RMF-45 (Moderate/High Density Multifamily Residential) zoning districts. The proposed changes will:

  • Reduce minimum lot size requirements,  
  • Add new design standards for new developments, 
  • Eliminate lot width minimums and replace them with a maximum of 110 feet (about ¼ block), 
  • Offer incentives to preserve existing housing units, and  
  • Allow multiple buildings per lot.  

These proposed updates will make building a wider variety of housing easier while preserving existing housing.  The Council will have a follow up discussion on this item and hold a public hearing on November 18.

The Council was briefed on the following items during the work session: 

  • The response from the Department of Public Utilities to the flooding that occurred as a result of the rain in the Rose Park neighborhood over the weekend.  
  • Progress on the Pax Station Apartment project, a 272-unit affordable housing project located in District 5. 
  • The Salt Lake County Hazard Mitigation Plan, which includes information such as demographics, a hazard profile and identified necessary/potential mitigation projects to minimize damage and loss of life. 
  • Salt Lake City Electric Vehicle and Charger Plan updates. 
  • Budget Amendment No. 2, which includes funding for YouthCity afterschool programs, additional Green Bike stations, support for victims of violent crimes and more. 

Updates from the Administration  

Community Engagement Updates:  

Salt Lake City believes public input is essential to making the right decisions for our city. Visit the City’s website for a list of projects currently collecting feedback. 

  • A Salt Lake City Mobility Plan Open House will be held Wednesday, Oct. 8 from 5 – 8 p.m.

Mayor’s Community Office Hours:  

The Mayor’s team of community liaisons is available to constituents to discuss community needs and receive feedback.

Homelessness: 

Homeless Resource Centers saw a 96.9% occupancy rate from Sept. 22 to 29. 

The City’s next Homeless Resource Fair will be held Oct. 10 at Library Square. 

Salt Lake City is bringing free, mobile hygiene facilities to help meet the needs of people experiencing homelessness. Learn more here

The Council meets as the Community Reinvestment Board (C.R.A.) at 2 p.m. and the Council’s work session begins following the C.R.A. meeting and ends at approximately 6:30 p.m.
