Proposed Project Overview
Goud Maragani is requesting Planned Development approval to subdivide 2 properties at approximately 858 & 860 W Hoyt Place, into 5 lots for the future development of 5 single-family homes.
The project is required to receive Planned Development approval because the new lots don’t have frontage on a public street, and the applicant is requesting modifications to the setback and on-site parking requirements.
The applicant is requesting the following modifications to City Code standards through the Planned Development process:
- Buildings without frontage on a public street,
- Reduced front and rear yard setbacks
- On-site parking (all required parking spaces will be located within the project area)
In the SR-3 Zone, all buildings must have frontage on a public street. Since Hoyt Place is a private street, the proposal must be approved through the Planned Development process. The SR-3 zone requires a front yard setback of 10 ft., and a rear yard setback equal to 20% of the lot depth – with a minimum of 15 ft. and a maximum of 30 ft.
The applicant is requesting modifications to these standards: a reduced front yard setback of 5 ft. for 3 of the 5 proposed lots, and a reduced rear yard setback of approximately 15 ft. – 7 1/8 in. for 3 of the 5 lots. Additionally, the applicant is requesting to locate parking spaces across property lines and on parcels that are not directly served by those spaces, thought still within the overall project area.

Project Details
The proposed development will occupy 2 parcels with a total combined area of .38 acres (~16,552.8 SF) that are currently vacant. These parcels abut Hoyt Place, a private street that has been recently improved with new utilities, asphalt, curb, and gutters. The proposal will consist of 5 new single-family homes on individual lots.
The applicant has submitted an application for a preliminary plat to subdivide the project area into this configuration. Due to the configuration of the site (roughly 112 ft. wide and 148 ft. deep), if the development were entirely oriented towards Hoyt Place, it would result in fewer units overall and a large portion of the rear of the project area would remain vacant. To make better use of the site, 2 homes are proposed with frontage on Hoyt Place, with 3 additional units located interior to the property with access from a private alley.
The development is designed to give future owners options for the floor plans of their new homes. Because of this, 3 of the proposed units have the option to include an attached garage or uncovered parking space located nearby within the development.

Next Steps
Notice of this application has been sent to the Chair of the Fairpark Community Council. Notified parties are given a 45-day period to respond before the proposal can be heard at a public hearing with the Planning Commission. The Community Council may choose to schedule the proposal for discussion at an upcoming meeting.

Notice has also been sent to property owners and residents within 300 feet of the project to obtain public input and comments on the proposal.
During and following this comment period, the Planning Division will evaluate the proposal against the applicable standards, taking into consideration public comments as they relate to the standards, and develop a recommendation for the Planning Commission.
Public Hearings & Final Decisions
The Planning Commission will then hold a public hearing for additional public comments and make the final decision on the matter.
