Proposed Project Overview
Salt Lake City has received a Zoning Map Amendment and General Plan Amendment application from Russ Poulsen with Thrive Group for 527 s, 537 s, and 539 s; 400 e. The site is 0.41 acres (17,724 sq ft.) in size. If approved, the developer intends to build 5-story residential building with retail on the ground floor.
Zoning Map Amendment: The applicant is proposing to rezone the property from RMF-45 to MU-5 to allow a building height of 55 ft.
General Plan Amendment: To support the change in zoning, the applicant is proposing to amend the Central Community General Plan’s land use map from Medium-High Density Residential to High Density Mixed Use.

Notice of this application has been sent to the Chair of the Central City Community Council where the property is located, who may choose to schedule the matter at an upcoming meeting. Public Comment Period: October 1 – November 15, 2025
Notice has also been sent to property owners and residents within 300 feet of the project to obtain public input and comments on the proposal. Notified parties are given a 45-day period to respond before a public hearing with the Planning Commission can be scheduled.
During and following this comment period, the Planning Division will evaluate the proposal against the applicable standards, taking into consideration public comments as they relate to the standards, and develop a recommendation for the Planning Commission.
Public Hearings & Final Decisions
The Planning Commission will then hold a public hearing for additional public comments and make the final decision on the matter.
