Zoning code text amendment consolidating parking garage design standards in the downtown zoning districts

Mayor Erin Mendenhall has initiated a zoning text amendment to consolidate the parking garage regulations in the downtown zoning districts. Due to several recent text amendments that were being processed at the same time, but adopted at different times, the parking garage design regulations are found in 3 different sections of the city code. This amendment will move these regulations to one location to simplify the code and eliminate potential code conflicts. The intent and the purpose (to screen parking garages and not allow parking garages at the street level or in front of buildings) will remain. If additional conflicts related to parking garages are identified during the review process, the conflicts will be corrected as part of this amendment.

Next Steps
- Notice of this application has been sent to Community Council Chairs throughout the City who may choose to schedule the matter at an upcoming meeting. Please contact the chair(s) of these organizations to determine whether a community council will review this petition and the meeting details.
- A 45-day notice period to solicit comments on the chapter updates is held before a public hearing with the Planning Commission can be scheduled. This notice period will end March 23rd, 2025.
- During and following this comment period, the Planning Division will evaluate the proposal against the applicable standards, taking into consideration public comments as they relate to the standards, and develop a recommendation for the Planning Commission.
- The Planning Commission will then hold a public hearing for additional public comments and make a recommendation to City Council.
- City Council will hold a public hearing for additional public comments and make a decision to adopt, modify, or deny the proposed text amendment.
