
Title 18 Amendments – Proposed Legislative Changes to Building Services Ordinances

Salt Lake City Council has requested that Building Services update its ordinances related to administering building codes including new construction permitting, verifying housing standards, and boarded building enforcement.
This proposed code amendment does the following:
- Modernize/reflect the City’s existing zoning enforcement process and incorporate that same process into Title 18.
- Have the building code enforcement appeal process mirror the existing zoning code enforcement appeal process.
- Update the technical requirements of Title 18 to match current building codes and eliminate portions of Title 18 that are repetitive of building codes.
- Resolve inconsistencies with Title 21A.
- Create fines for Title 18 violations (general: $100/day; violation of a stop work order: $250/day; housing code violations $50-$200/day depending on violation).
- Increase fees associated with boarded buildings and add an enhanced fee for boarded contributing structures to realign the actual costs of operating and administering a boarded building program into the associated boarding permit fees.

- Notice of this application was sent to all registered Salt Lake City Recognized Organizations who have been given a 45-day period to respond before a public hearing with the Planning Commission can be scheduled. The contact information for these groups is as follows:

- During and following this comment period, the Building Services Division will evaluate the proposal and continue to make changes based on feedback from the public if applicable, and develop a recommendation for the Planning Commission
- The Planning Commission will then hold a public hearing for additional public comments and transmit that recommendation to the City Council which is the final decision maker on the amendments.
