Project Description
Phase I Design and Construction is funded by $5 million from the voter-approved General Obligation Bond funds, and internal City funds for improvements to Emigration Creek. Building on the Cultural Landscape Report (2022) and the Adaptive Reuse and Management Plan (2024), Phase 1 will refine the final recommended concept plan for Allen Park into Design and Construction.
With public support, the city desires Allen Park to be an open, public, pedestrian park that highlights the site’s unique history, preserves and enhances ecological features, repairs the artistic expressions scattered throughout the site, and restores key structures.
During Phase I the city will work closely with Public Utilities to improve Emigration Creek’s ecological function and capacity for stormwater management while also developing safe opportunities for visitors to access and enjoy the creek. In addition to creek revitalization efforts, the primary drive in Allen Park will be reimagined to improve the user experience while maintaining sensitivity to historic components of the landscape. The numerous art monuments found throughout Allen Park are defining features and key sites will be identified and prioritized for stabilization and restoration. Finally, much needed utility upgrades will be included in the project. Building improvements are not part of Phase I due to bond funding parameters. The project will pursue SITES certification.

Sustainable Sites
Salt Lake City is pursuing sustainable SITES certification for Allen Park. SITES-certified projects help reduce water demand, filter and reduce stormwater runoff, enhance biodiversity, provide pollinator and wildlife habitat, reduce energy consumption, improve air quality, improve human health, increase outdoor recreation opportunities and much more.

Public Lands is in the process of hiring a design consultant with design set to begin summer of 2025.
The waterline is in final stages of permitting.
Due to poor condition, the Aviary demolition called for in the Adaptive Reuse and Management Plan has been moved forward and is planned for September 2025.
