How are the New Rates Determined

A Robust Rate-Setting Process

The proposed utility rate structure is the result of an intensive process that prioritized fairness, sustainability, and reliability. The process began in February 2024 and includes several levels of oversight and input. 


Based on an in-depth, independent study

The new rates are based on a detailed study led by an independent firm that specializes in setting water, sewer, stormwater, and street lighting rates for cities across the country.  

The comprehensive, data-drive study looked at:   

  • How much it costs the City to provide services? 
  • Who is using the services? 
  • What volume is being used? 

With that information in hand, the study then involved months of careful financial analysis, operational review, and future planning to make sure our rates are: 

  • Enough to fund reliable services now and into the future. 
  • Fair to all types of customers based on usage. 
  • Predictable and affordable for the community. 

Developed with community input 

A 17-member Rate Advisory Committee — made up of residential customers, business representatives, nonprofit leaders, and sustainability advocates — helped guide the rate study process. 

The committee met several times from February to June 2024 to review technical data, explore different rate structures, and ensure that the final proposal would be: 

  • Effective: Funding daily service operations and long-term system needs. 
  • Fair: Charging customers based on their usage and impact on the system. 
  • Affordable and Predictable: Keeping rates steady and reasonable for all types of customers. 

This citizen feedback was essential in shaping rates that align with Salt Lake City’s values of fairness, sustainability, and transparency. 


Salt Lake City review and approval  

The recommended rates have been reviewed and approved by the: 

  • Salt Lake City Mayor

Our budget – including the new rate structure – is now under consideration by the Salt Lake City Council, with a final decision expected in June 2025.
