Upcoming Rate Changes

As part of Salt Lake City’s annual budget process for fiscal year 2026, we have proposed new rates for the water, sewer, stormwater, and street lighting services our community members depends on daily.  

Customers will see those rate changes on the first bill showing a July 2025 start date for the billing cycle. These changes go into effect July 1, 2025.

Why are rates changing? 

We are changing the rate structure to pay for: 

  • Major investment in the City’s aging water infrastructure, especially treatment plants.
  • Repair and replacement of aging water pipes, sewer lines, and storm drains 
  • Ongoing costs for regulatory compliance.

Rate changes help the City adapt to evolving conditions and continue providing safe water.


What will this mean for me?

There will be a general increase across the board, but not at a standard percentage rate for every customer. Rates are structured based on the demand different customers place on our system. This approach helps ensure fairness and aligns costs with actual usage patterns. 

Here are the changes you will see: 

  • Revised year-round tier rates for residential customers, which will:  
    • Reward wise water usage 
    • Reflect how much water is used – “pay for what you use” 
    • Be fairer and more predictable 
  • Revised service charge (also known as ”fixed charges”) to cover fixed system costs 

How were these rates decided?

The new rates are the result of an intensive, 18-month process that includes several levels of oversight and input:  

  • Thorough independent study prioritizing fairness, sustainability, and reliability 
  • Analysis, discussion, and input from a representative citizen committee made up of:  
    • Community and business leaders 
    • Non-profit representatives 
    • Customers of varying ages, income, and usage levels
