Development Services
The Development Services Division provides essential services such as construction review, permitting, and policy development. Our team of permit specialists, engineers, and planners ensures compliance with federal, state, and city regulations for water, sewer, storm drains, and street lighting across Salt Lake City.
The Development Services office is open to walk-in customers from 8:30 a.m. to 4:00 p.m., Monday through Friday. Only one customer is allowed within the office at a time. Development Services staff are available by phone Monday-Friday from 8am-5pm. Please email [email protected] for assistance outside of these hours.
The Development Service office is closed for all City observed Holidays.

Applying for a Permit
Please note that any projects that require an associated building permit with SLC Building Services must be submitted through Building Services via the Citizen Access Portal. Please do not submit any projects to the Public Access Portal that will be reviewed with SLC Building Services.
The following applications are accepted directly by Public Utilities:
- Repair Permits
- New Construction (outside of SLC limits)
- Dry Utility Reviews
- SWPPP Reviews
