Headwaters Economics, a non-profit water resources research group, has cited Salt Lake City as one of four U.S. cities focused on how to balance the need for watershed protection and clean drinking water with ever-increasing recreational use. Some cities, like Portland, OR., and Santa Fe, N.M., prohibit all recreation in their watersheds. SLC works to balance the interests by restricting some activities, but not all.
